1.1 What is HRM?

The practice of recruiting, hiring, deploying, and managing an organization's staff can be defined as human resource management (HRM) (Chai, 2020). All management decisions and procedures that impact or influence the individuals of the organization, in other words the human resource of the organization, is managed by human resource management. 


The main objective of human resource management is to find the correct individuals for the correct position or job within the organization in order to manage the human resource of the organization both effectively and efficiently in order to achieve the organizations goals and objectives. Therefore, few of the main functions of HRM are recruiting and hiring new employees, training and development of employees and assisting the employees of the organization in improving their performance in order for individuals of the organization to attain their full potential. By doing so, employees of the organization can aid the company in achieving its goals and objectives (Jotform Inc, 2021).


Small and medium-sized enterprises (SME), especially small businesses in Sri Lanka are unable to carry out such tasks properly due to owners or employers of such establishment being unable to afford proper part time or full-time aid for their organizations which results organizations lacking in proper human resource to carry out their tasks. Another issue SMEs in Sri Lanka face is lack of knowledge regarding procedures or methods used to attract and fill suitable individuals for the organization through methods such as independent contractors or hiring new employees for the organization in order to develop the human resource of the organization.

 

1.2 What is personnel management?

Personnel management, popularly known as traditional personnel management is a branch of management concerned with the recruiting, hiring, staffing, development, and compensation of employees and their relation with the company to accomplish its organizational goals and objectives (Sampras, 2019).

Human resource management was not a widely used in the early centuries and in its place, personnel management was used in order to handle the staffing and employee remunerations and the practice of HRM emerged as an extension over personnel management (Sampras, 2019)

 

1.3 DIFFERENCES BETWEEN HRM AND PERSONNEL MANAGEMENT.

The difference between HRM and Personnel management can be seen primarily in their scope and orientation. The scope of personnel management can be seen as limited as well as an inverted approach where the employees are seen as tools by the management of the organization (Sampras, 2019)


On the other hand, HRM is responsible the workforce of the business as a primary resource, in other words viewing human resource of the organization as an asset to the organization which aid the organization in achieving its goals and objectives. Enabling individuals to work at a high level of efficiency is one of mains goals of HRM. Therefore, it can be seen that human resource management consists of a much broader scope compared to personnel management.

Administrative activities, both traditional and routine, can be included in personnel management. It can be characterized as reactive which means that management provides reponses to issues after it occurs. By contrast HRM is proactive in nature, which means that management give responses to issues before it arises by implementing ongoing strategies to manage and develop the organizations employees.
